Default What do the numbers mean on Dutch cheese?

On dutch cheese there's always a number, for example Zaanlander 48+ Extra Belegen. At first, I thought it referred to the strength of the cheese, but that's obviously not the case. Perhaps it's hardness? Can anyone tell me what the 48+ means? As a secondary question, what's the highest number you can get?
